Japan hires guards to do the job a signboard could easily do. If an escalator is not working in a mall, office, or at the airport, an officer immediately gets the duty to inform people about it and that they should either take the regular stairs or a lift.

Sometimes visitors climb on a non-functioning escalator anyway, which could be risky. Perhaps that’s why they have a designated individual to ensure that no accidents take place. How thoughtful! On the other hand, it also generates employment, so it doesn’t sound like a bad idea, after all.
