Everyone must have been thinking this was a case of animal cruelty. After all, it’s the first thought you’d get from the scene. But there wasn’t anyone around to explain what had gone wrong. Had Lilo’s owners suffered some unfortunate fate? So many questions but no answers.
So, the officers decided leaving a note for the house owners was appropriate. Whenever they returned—if they returned—they would reach out to the agency to explain what happened. And hopefully Lilo will be reunited with her owners again.
