According to the Department of Homeland Security, an IED has four components: main charge, switch, container, and power source. He argued that his creation was blank and was only meant to scare and not harm the culprits. Still, the authorities didn’t take this lightly, and one officer even told the man he could be sued for irresponsible actions that could eventually hurt other passersby.
