As it turned out, thieves opened the packages when they had gone far away from his house, and once they saw that it was cat litter, they would throw it away like a candy wrapper. One neighbor, who saw the former Navy Seal’s address on the box, wasn’t happy about this and confronted Arthur.
He then saw a small note that hinted that Russell was going after the lawbreakers. As such, the neighbor went over and talked to the veteran about it, explaining it would end up being a pile of rubbish in the community. It may be a health hazard to humans and stray cats.
